8.9MB)<\/p><p class=\"powerpress_links powerpress_subscribe_links\">Subscribe: <a href=\"https:\/\/daily.ktqa.org\/feed\/podcast\/\" class=\"powerpress_link_subscribe powerpress_link_subscribe_rss\" title=\"Subscribe via RSS\" rel=\"nofollow\">RSS<\/a><\/p><p>Professor Hillary Stephens of the <a href=\"https:\/\/www.pierce.ctc.edu\/science-dome\">Pierce College Science Dome<\/a> explains some of this summer&#8217;s nighttime celestial events, along with virtual offerings of the Science Dome.<\/p>\n<p>Interview begins at <a title=\"Skip to 7:52\" href=\"https:\/\/daily.ktqa.org\/2020\/08\/07\/8-7-hillary-stephens-of-the-pierce-college-science-dome\/#\" onclick=\"return powerpress_stp(event);\" class=\"powerpress-skip-a\" data-pp-stp=\"472\" data-pp-player=\"audio-293-1\">7:52<\/a>.<\/p>\n<p><!--more--><\/p>\n<h1 id=\"state\">STATE<\/h1>\n<div class=\"level1\">\n<ul>\n<li class=\"level1 node\">\n<div class=\"li\">The governor has released <a class=\"urlextern\" title=\"https:\/\/medium.com\/wagovernor\/inslee-announces-guidance-for-long-term-care-facilities-fe43b2183495\" href=\"https:\/\/medium.com\/wagovernor\/inslee-announces-guidance-for-long-term-care-facilities-fe43b2183495\" rel=\"nofollow\">a 4-phase reopening plan<\/a> specifically for <a class=\"urlextern\" title=\"https:\/\/medium.com\/wagovernor\/inslee-announces-guidance-for-long-term-care-facilities-fe43b2183495\" href=\"https:\/\/medium.com\/wagovernor\/inslee-announces-guidance-for-long-term-care-facilities-fe43b2183495\" rel=\"nofollow\">long-term care facilities<\/a> like rehabilitation centers, adult family homes, and nursing homes.<\/div>\n<ul>\n<li class=\"level2\">\n<div class=\"li\">Facilities in all phases must offer residents remote visitation<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">Phase 1 facilities may allow visits through windows or outdoors.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">Phase 2 facilities may also allow limited indoor visits for residents unable to be outdoors or access remote visitation due to their condition, and limited group activities will be allowed.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">Phase 3 allows for limited indoor visits for all residents, and residents may leave a facility as long as they socially distance and are checked for symptoms upon their return.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">The phases are separate from the statewide county phase system, but care facilities cannot advance to a higher number phase than their county.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">Compassionate care visits for residents approaching end of life are allowed in all facilities.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">Visitors must always be checked for COVID-19 symptoms and must always wear masks.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">All long term care centers will need to go 28 days with no positive COVID-19 tests among residents or staff before they can advance to the next phase, and only when community transmission rates are low enough.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">The plan goes into effect August 12, and the full guidelines can be found at <a class=\"urlextern\" title=\"https:\/\/coronavirus.wa.gov\" href=\"https:\/\/coronavirus.wa.gov\" rel=\"nofollow\">coronavirus.wa.gov<\/a> in the news section.<\/div>\n<\/li>\n<\/ul>\n<\/li>\n<li class=\"level1 node\">\n<div class=\"li\">The West Seattle Department of Licensing office will be opening for appointments as of August 11th.<\/div>\n<ul>\n<li class=\"level2\">\n<div class=\"li\">It joins Federal Way, Kent, Lacey, Parkland, Puyallup, Renton, and Tacoma offices in our region.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">Appointments are extremely limited, and only for customers who cannot complete their transaction online, by phone, or by mail.<\/div>\n<\/li>\n<li class=\"level2\">\n<div class=\"li\">Appointments can be made online at <a class=\"urlextern\" title=\"https:\/\/www.dol.wa.gov\/appointments\/\" href=\"https:\/\/www.dol.wa.gov\/appointments\/\" rel=\"nofollow\">DOL.WA.gov\/appointments<\/a> or by calling 360-902-3900.<\/div>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<h1 id=\"pierce_county\">PIERCE COUNTY<\/h1>\n<div class=\"level1\">\n<ul>\n<li class=\"level1 node\">\n<div class=\"li\">The <a class=\"urlextern\" title=\"https:\/\/www.facebook.com\/TacomaPierceCoHD\/photos\/a.307158126028325\/3190100237734085\/?type=3&amp;theater\" href=\"https:\/\/www.facebook.com\/TacomaPierceCoHD\/photos\/a.307158126028325\/3190100237734085\/?type=3&amp;theater\" rel=\"nofollow\">Tacoma-Pierce County Health Department reports<\/a> that COVID-19 cases are increasing from all types of gatherings where people are not physically distancing and not wearing face coverings;
